Audi A4 excessive Oil Consumption

I have a 2010 Audi A4 and it goes through a quart of oil a week, there is a Technical Service Bullentin on it and I called the other day and they said its expired!! Does anyone know if these bulletins expire? The cause of the oil burn is caused buy to small of rings and Pistons installed from the factory! I have a upper cam shaft housing leak and they want $1200 to replace the seal and the part cost a whole $10. So they want me to spend money on a seal and labor so they can take it right of and replace the seal again, does anyone have any information or knowledge or has ran into this issue with there Audi?
